7. Restart Steam

I found the SOLUTION, try next steps:

1. Go to your steam folder for example C:\Steam\Steam.exe
2. Right click to Steam.exe and click to create shortcut,
3.Go to shortcut, right click, propertiesd and on "Target" line add TCP. Apply then OK.
4. Open this shortcut (steam - shortcut.exe)
5. Then Library->games->Right click on CS:GO in the game list, then properties and go to local files tab. 
6. Then click VERIFY INTEGRITY OF GAME CACHE!
